The עיקר חטא of the מרגלים was preventing the conquering of the land of Israel. We learn this from Moshe Rabbeinu when he reproofs Bnei Gad and Reuvain for not wanting to settle the land and remain across the Yardein. Moshe specifically refers to their חטא as ripping out or removing the heart of the Jewish people in reference to waging a mandatory war of conquest, by not wanting to join in the fight, or at best, not wanting to inherit the land itself. This does not contradict what you wrote, but you did not mention this aspect.

Certainly! Having a heart to engage in the war of conquest is rooted in a certain spiritual orientation. Something "mandatory" is only as effective as the will to execute it.
